You obviously haven't dealt with the SC bidding system. In order to guarantee the time slot you want the only safe way is to YS first in sequence (thus waiving the 1 shot commute option). This is true even for the most senior RES pilots. The system awards SC by time slot, not by pilot senoirity order. So if you preference an if-needed SC time slot, but by the time the system gets to you all those time slots were given away to junior pilots, you're SOL.
