Other than doing it that way it would never be allowed to happen. If you have more junior pilots at your company they could out vote the senior guys and allow it. That's the problem, you can't just get scope back. It's up to the company to decide what to do with the regionals. They can shut them down and incur billions in contract penalties or merger them in and let the pilots battle over seniority. I think you know which one they would choose......
