There was all sorts of information about the voluntary furloughs, from both the company and ALPA. It was all over EPIC, on the VARS, letters sent to your home, e-VARS, etc...
About exactly who "makes the rules": it is negotiated between the company and ALPA, so I guess technically they both do.
