You're in a SUB status due to the first paragraph quoted.
They "must offer" the trip as a RAT.
Your refusal of a RAT trip is not the same as declining a SUB trip. Refusing RAT just puts you back into SUB status for the SUB window. As we all know, long SUB windows for commuters are a pain. If you live in MEM it's still a pain. But you don't go into OTP status until you turn down a SUB trip.
That's how I understand it, anyway.
it's all very convoluted....but...I think you can 1) turn down the RAT - thus making you eligible for SUB, then 2) elect OTP in lieu of SUB.....(maybe?)
but first, you have to get CRS to change your TRP to a RAT trip....

11. Election of Open Time Priority In Lieu Of Substitution
a. A pilot eligible for substitution on a non-PMU trip may elect
OTP by notifying CRS via VIPS as follows:
i. any time prior to the showtime of his original trip if he
was notifed of substitution eligibility prior to showtime;
or
ii. when notifed of his substitution eligibility if he is notified after showtime.
