Nothing is free in live! I believe it is called the "Job placement and training act". I would check out the Department of Labor web site (
Office of National Response, Employment & Training Administration (ETA) - U.S. Department of Labor). From what I have been told and read, it depends on the state and there must be a need for pilots. It is also on a first-come, first serve basis and the money tends to run out quickly. I wouldn't count on getting a "free" type rating when you get furloughed.
