Why not use the $$ already paid to the sims for the 60 captains who have to go through differences training for the 70?

I don't know for sure, but I would imagine that they knew this about a month and a half ago. Those captains won't begin downgrades until September at the earliest, which is why the newhires are kept in the SIM. Elsewise, the SIMs(that are already paid for for July and August) might as well be used.
