Yes it does. It is supposed to. But, there is no way to honor seniority without having pilots who fill up before the end of the month.
I really don't have a problem with the reserve system other than I think seniority should be honored in giving out short calls. Further, I think two times a year, Thanksgiving and Christmas, the RAW should go out the window and seniority should dictate who flies and who stays home. There is no excuse, RAW score or not, for a senior pilot to get a trip over Christmas while someone junior to him/her stays home.
Reserve is not bad if you live in base. I jumped early to hold captain, and was on reserve for about six months. But, I won't go back on reserve again.
