This is half-way true. In Vol 2 of the FSM, Maneuvers and procedures, it says that using SPEED mode for descent
should not be used with flaps extended. I was squawked on that once while on a line check in the 50 seater. I don't remember exactly where it said it, but it is in there somwhere.
