I agree.
I asked the line check airman why it says that. He gave the standard answer: "Because it's company protocol". I was looking for a more thorough answer, something like, "because a rolling moment may occur" or "because the flaps will come unhinged" or something like that. I have asked several people, including the head of Flight Standards, and no one seems to know the reason for it being in there.
Someone must have been trying to justify their job by putting it in there, because they thought it was a good idea...not because it is needed
