Since WIA funds for a type rating is so closely tied to the county you live in, it's best to apply there. Besides, I am assuming that a pilot would want to do the training in the same place he lives so he does not incur additional costs of moving and living elsewhere.
Another thing that lady said was very interesting. She said for potential applicants to contact her as to which county they are from and she would see if her facility had "renewed" in that county. As I understand it, the training facility pays something or applies to the different surrounding counties and I guess tells the WIA people there that it can do the type rating for residents of those counties. Not really clear on it yet. Sorry.
