The short answer is yes they can do that and yes it sucks. There is no specific limit... just based on seniority. Please reference the contract section 25.E.4 for more details.

RR credits min day (four hours, unless of course you fly more than that) plus at least 8 hours of per diem. You can volunteer for RR by calling scheduling at least a day in advance. Volunteering for AMRR is sometimes a good technique for commuters, but keep in mind they can assign you flights that arrive later than your original 8 hr duty period.
