Get the low-timers, train them and expect them to move on quickly is pretty much the business model of most flight schools. I've known folks who had 800+ hours and were CFI/CFIIs and were denied jobs at flight schools because they "would leave for the regional" too soon. And if you say 'I don't plan on doing that' the person doing the hiring replies "I've heard that before."
I suspect that the freight folks hear the same thing.
