FACT. You are correct. The center part will be fenced in overflow parking for rental cars, currently they are supposedly wasting too much gas and time shuttling cars from CVG to holding lots in Columbus and Indy. We will only be able to park in the area currently allotted to us now.
One of the van drivers told me they were going to put the rentals in the middle because cab drivers have been siphoning gas out of them. Not such a bad idea...
