I can't swear to it under the new contract, but in the past VTO were awarded in Senority order. If the #1 guy bid VTO line #50 he still got his first choice. So you would get lines before reserve no matter what you request if lines are ava.
Yes that was true under the old contract. In fact there were some very senior individuals who would bid the last VTO just to mess with the system. The new contract fixed that problem.
Under the new contract VTO's are built in line number order.
This is what created the recent problem with the Airbus SIBA VTO lines.
