I can tell you from personal experience that NASA seems to change when it involves a commercial pilots mistake. I had a gear up. That dollar threshold you speak of is the dollar threshold for the definition of an accident. It says in black and white that it will not cover an accident, so if you sustain "substantial" damage or cause more than $25,000 in damage to property then you had an accident. NASA does not apply to those situations, commercial or not.
