Long story short, "You know what" rolls downhill, and management found another stick to threaten the DCI carriers with. Not saying it's right, just that's the way it is.
We single engine taxi almost always. We aren't in negotiations, so I fail to see how tanking our numbers helps anyone.
As for using the APU at the gate, well there is a big disparity. most places we seem to park like jfk or atl, don't have the ground power or won't plug it in. The ground crews will almost never plug us in with ground air or it isn't available or it won't reach. For mainline they have it waiting and it takes maybe 30 to 60 seconds after block in for them to have it up and running.
