Here's a new twist that came out of the meeting between Ed Bastian and the NWA pilots up in MSP. Delta will start making DCI carriers pay of their own fuel. I'm not sure as to if all DCI carriers or just the contract carriers (since DL will be paying for the w/o 'd fuel one way or the other) I called a friend at DCI and he did confirm that this is the plan, but he wouldn't give me the details.
