Passover pay has nothing to do with
you being activated. It is solely predicated on
someone else being activated. If you were activated in the new position (HKG CA in the case we're talking about), then passover pay would not be a player, since you are actually in the seat you are being paid for.
You are paid passover pay, in the case we're talking about, because:
*You are excessed out of your current seat
*There is someone junior to you already activated in HKG CA seat
*The bid closes
*They dont sent you to HKG CA position because its already full
*Boom you start getting paid passover pay.
Not that complicated.
