I see you got than info from an A.net thread. They are speculating whether it is a jump start on a possible Southwest route.
Southwest has just purchased a bunch of slots in LGA. Good Luck to DL if they do come into LGA, but if I'd be WN, I wouldn't bother starting flying into LGA, I would turn around and sell those slots now (to DL) 
I looked at the press release, and I think you are on to something. It doesn't sound like SWA to fly in there, but then again ol' Herb is no longer the CEO. I got the impression though that since ATA had slots they looked at this as an opportunity they couldn't pass up. You can't just let something so valuable just disappear. So they will either start flying in there or if they can they may very well, "lease" those slots out.
