That's correct, even step parents if that's the case. Not brother, sister, aunt, uncle, etc though... Hopefully that cleared it up. You do have "buddy" passes for those instances, I believe you're limited to 8 a year and you must travel with the individual in order to use them.

The term Parents shall include mother/father/step-father/step-mother of the employee. I
n-laws are not eligible. Only the parents of the active employee are eligible to travel on passes and reduced rates. In the case of adoptions the adoption must have taken place prior to the employee reaching 18 years of age.
