A buddy of mine talked to RP and he said that the numbers in the memo as far as crews go are based on the total number of pilots on the seniority list including guys on medical and military leave etc. and that they are based on X number of Captains needed and X number of FO's, but there will be more need for Captains than FOs. I take that as they are planning to downgrade even more Captains which is why they wouldn't need as many FOs.
