The problem is that these are one off events and the aircraft do not belong to any certificate. I've researched the RVSM issue and it just cannot be done unless the PIC has been to an extensive FAA school. The DAR can issue a statement that the aircraft complies but since the aircraft is not on any certificate the pilots don't qualify. I think it is probably the same with CAT III approachs. I'll just be content with 270 and CAT I.
