You're close, except the planes to invoke the pay freeze came from ASA.

It went like this, Comair got 10 ASA planes, then later sent them to SkyWest. SkyWest sent 10 of their beater 100s to Comair, and got the ex-ASA 200s.

ASA got the ex-Indy Air planes, all of which have been re-registered to EV tail numbers.

It was a weird deal, and the only reason it happened is because Comair couldn't get the Independence Air jets configured in time to invoke the pay freeze. But at least they got exactly what they wanted, right?
