I think you may be mixing up the two programs.
The early out allows for employees with between 5-10 YOS to have unlimited yield fare. The length of time is based on YOS. Each year of service allows you a year of the restricted pass benefits. They are giving these guys benefits, but the yield fare restrictions apply.
The 55 point program allows for employees with greater than 10 YOS to have unlimited S3B pass privileges for life.
