If you are looking on the east side of Washington, Pasco has a Seneca II for $280 an hour. Comes equipped with a GNS 430 and current databases unfortunately it does not have boots.

And, as Sundog mentioned most places are going to be looking for at least 25 hrs of make and model before they let you rent the aircraft. Which once again should not be a problem since you are trying to build time anyway.
