Don't forget Delta locked themselves into contracts with the non wholly owned carriers that require X amount of flying. The wholly owns will always get the slim pickin's until they can get out from those contracts.
Just an example, Freedom had "X" amount of flying when Delta yanked the 50 seat contract. When the judge demanded they be given the flying back at its original level, Delta had already cut a bunch of domestic capacity and in order to get Freedom back to the original numbers, guess who had to take the hit for it? Comair.
