I agree with the suggestion to call and double check, you can expand in both months but are still limited to vacation expansion CH limits between both months.
Many guys will slide a vacation on week 1 of a month only 1 day back into the previous month and then expand. In the next month they will bid reserve or VTO and take advantage of the requirement to give you a day credit for each actual V day in the second month, regardless of how many CH you expanded in the first month. Hope that makes sense.
