Yes he is an FO and in fact there WERE actually COLA's posted the other day in the 70 for FOs. He actually just showed me his bid for them. He said that crew forcasting told him that he would have actually been awarded the COLA, but that since there is more 70 flying now they retracted the COLAs for 70 FO's for April.
