I had looked into a grant in Massachusetts for a Beechjet type, they said the same thing as in the post above. They start with the lowest common denominator and then go up from there, the grants seemed to go to people who needed GED's or to learn English and people with families/dependents qualified way before I would have. When I told them the amount for the type they were pretty astonished as well and said that amount would be very difficult to secure.
