I know a guy that managed to do that on a C-21 aircraft commander checkride.
But, the examiner would a) have to be a military member/contractor to ride in the jet, and b) he'd have to be a civilian Designated Pilot Examiner, rated in the 707 on his examiner letter. It'd be rare to find a military pilot with those creds. I dareday if that person existed, your friend would already have heard about it.
The sim, to my knowledge, wouldn't work because as good as USAF sims are, they're not (to my knowledge) rated for FAA checkrides/type ratings (by the FAA) as airline sims are.
What he
could do is get an ATP in a Seminole, then take his AWACS Form 8 to the FSDO and let them hand him a 707 type rating on that license. No problem there.
