Well, you might just get it done with your choice of examiner. The worst thing that would happen is that your paperwork might be held up awhile before being sent east, but I doubt it. The examiner might be scolded, but I really don't know on what basis. I've never heard of this anywhere, nor do I see any point to the "policy". They
may want to have some input in scheduling so that they can have somebody observe, but that's a pretty ham-handed way to set it up. Make sure you do the ride in a two-seater to keep from having to fly with a "guest". Otherwise, just go to another region as suggested.
