I had a Fed AND a DE tell me I had to do the Oral exam and everything all over again. This after My CFI had been expired since '01 (reinstated Nov '08) Thru talking with a co-worker he hooked me up with a DE in Tulsa who just "brought me up to speed" with all of the changes in the rules since my CFI had expired in '01. 1.5 hours of refresher stuff with the DE and .5 in the pattern and it was complete. Never trust what 1 Fed has to say. My .02
