I think what he asking is to go from a foreign certificate to a FAA one. To my knowlegde the only way to do it, is the hard way. By taking another check ride with an FAA approved examiner.
Before the check ride, a medical, and written for the rating sought is required to obtain an FAA certificate. It's a lot easier for a visitor from overseas to obtain and FAA certificate, than the other way.
