Yes, that is what I understood. It's easy to add an SIC rating, just a paperwork exercise. The actual "type" rating for PIC is a little more involved, but it can be done with just paperwork as well. The approval comes from OKC, but the certificate is issued at a FSDO of your choice. Some FSDO's have refused to issue them, South Florida being one.
