New York states that if you have worked in NY State for the last 18 months, you file NY, regardless of residence. I'm not sure when you started or when you were furloughed, but I filed NY because I was there more than 18 months. It pays way better than FL (where I live) and better than KY.

A: If you currently live outside of New York State, but all of your work in the last 18 months was in New York State, you may apply for unemployment benefits by calling the
Telephone Claims Center. If, in the last 18 months, you worked in both New York State and the state in which you currently live, you must first contact the state in which you live to determine whether you can establish a claim with that state.
