It was already mentioned. If it was below class B as well, then there is no need for the veil. I realize class B extends pass the veil. But we already know that IN and ABOVE B require mode C, so if it was also below B then the veil is useless. The reg should then just say: In Class B and within the lateral boundaries (above and below).
