Not necessarily. There are PLENTY of examples of the veil extending outside the Class B and the B extending outside the veil. Just from a practical standpoint, they want everyone within 30 NM, to have a transponder and everyone within or above. Who cares about lil mr cessna 40 nm away below the Bravo. He's not in anyone's way.
