You are technically supposed to be on property when checks are issued. It does not matter if you worked or not in the quarter.

I lost my last check and when I tried to get it replaced they wouldn't because they said the checks were issued to furloughees by mistake to begin with.

I ended up getting the money after the union put some pressure on them.
