This happened to me on a 900 recently. I think it was a Pinnacle flight, but I'm not certain about it. Anyway the last row was wide open and when I started to move back there the FA said it had to be left open for weight and balance issues. I was a revenue passenger that day, so I probably should have said something but didn't. When I went to the lav, I could see that the FA's personal belongings were strewn across those seats, which may explain why he didn't want me back there.
It's rare on the 900, but every once in a while you will find your CG in a position to where you are required to have all empty seats in each section to be in the aft of that section. Not sure if that was the case or not.
