Yessir, that's the issue. Anyway, I'm not griping, because it was perhaps too good a deal. And like I said, I won't be a one issue voter, so I'm in favor of the TA.
However, the rift between the training department and the crewforce needs to be fixed. The instructors need to fly more and the flight crews need to understand that there is more to working in the training department than is seen by them.

And let's not let the divide and conquer strategy ever work again.
