I think that the law will just make it mandatory for the airline to see your complete training history/record. It'll be up to the airline to do what they want with that information just as it is now with PRIA.
Most likely...could you imagine the chaos caused if you could not fly for an airline if you failed your private checkride...or better yet, CFI. No one would be flying for the airlines.
There was talk a while ago that made it sound like the airlines just had to have a plan to manage low time/high failure pilots.
