I was also thinking of the part that sailingfun mentioned about layover options though -- does TSA get involved with that? Seems like that would be more of a company thing. So, Delta could probably find perfectly suitable hotels in Nairobi such as the ones that BA, AF, and KL use and then the delay does go right back to the TSA and their airport stuff.
