Phone is always busy at VA. As far as I can tell you just put on the form anyone who might use the GI Bill and you can revoke or change after retirement, but not add children. I can't figure out why I am projecting a date for the use, like 2013-2017. Why not just put 2009-2025 or some large number. I dont understand the date part.
