XJT ERJ's are not equipped with stairs, and need external stairs or a jetway for people to get off. There are also no emergency slides. If ground handling refuses, now what? Send the FO out to beat down a ramper and steal a belt loader? 
Wouldn't have had to ask me twice. If ramp personnel are uncooperative, grab one or two other able bodied people and lead a raiding party to wrangle some stairs. If a belt loader is all they have, so be it. No beatings necessary just exercise that PIC authority.
