Wouldn't have had to ask me twice. If ramp personnel are uncooperative, grab one or two other able bodied people and lead a raiding party to wrangle some stairs. If a belt loader is all they have, so be it. No beatings necessary just exercise that PIC authority.
Either that, or I'd probably ask the fire department to help bring the people down.
