How would you get everyone off if say the APU catches the tail on fire? Are you going to sit there hoping that it doesn't spread and kill everyone? Or are you going to find a way to get people off and have a more comfortable marshmellow roast?
I think that would be why its enclosed in a fire proof titanium box with two fire bottles...........
