Here's what NBAA rep had to say on the matter over AirMail:
NBAA is aware of the dramatic change in simulator training requirements issued by FAA at the end of August. I've spoken with the FAA regarding the problems and was told that it was an oversight in the drafting of the final rule. The Agency did not intend to force pilots back into the airplane for training.
The FAA is currently writing a change document that will amend the final rule to fix the problem you have identified. As you know, those changes take effect later this month so we're hopeful that we'll see the changes issued prior to October 20, 2009.
