That's not necessarily true. There are 24 voluntary furloughs that are all senior to the 11/1/09 furloughs. If they all accept recall (highly highly unlikely) no one from November will return.

I can personally guarantee you there will be at least one voluntary furlough who will not accept recall during this round.
