This is a line from the contract.
This quote is a little odd to me. It is hard to actually know what the contract says since I don't work there. From the quote you posted it sounds like all furloughs accrue seniority, and then you would accrue longevity while on furlough and receiving pay in lieu of notice (whatever that means). You can clear this question up real quick by calling you're local union rep.
