This is a line from the contract.
It is really poorly written. Pay in lieu of notice is what you get per the contract if you've been at the company for more than one year and they tell you one day you are furloughed. For most it is 30 days pay. This is what they can do instead of giving you 30 days notice. If you've been there longer there are longer periods they are required to give you.

So what that quote says about longevity is that if they don't give you the required days of notice and opt for pay in lieu of notice, you still accrue longevity for the period that they have to pay you.
